
Sonja Fulmer, PhD is a regulatory and digital health policy expert with more than a decade of experience shaping federal health technology regulation. She spent 11 years at the U.S. Food and Drug Administration (FDA), most recently serving as acting director of the Digital Health Center of Excellence within the Center for Devices and Radiological Health (CDRH), where she helped advance regulatory frameworks and strategic guidance for digital health technologies and artificial intelligence in medical devices.
In 2025, Dr. Fulmer joined Mayo Clinic as Senior Director of Health Policy, where she leads policy strategy and engagement on emerging health technologies, drawing on her deep expertise in digital health regulation to support responsible innovation and integration of advanced technologies into clinical practice.
Dr. Fulmer holds a PhD in Chemical and Physical Biology and is recognized for her work at the intersection of policy, technology, and public health.
